Livestock and Livestock Feed Material Subject to VAT?

Director General of Taxes dated December 31, 2015 has stipulated Regulation of the Minister of Finance No. 267 / PMK.010 / 2015 on Criteria and / or Details of Livestock, Feed Material for Making Animal Feed and Fish Feed on Import and / or Delivery Is Released from the Imposition of Added Tax Value. PMK Number 267 / PMK.010 / 2015 is valid on January 8, 2016.

Basically livestock, feed ingredients for the manufacture of animal feed and feed, excluding feed additives and feed additives, are certain strategic Taxable Goods which are imported and / or delivered in exemption from the imposition of Value Added Tax. The livestock referred to in this rule is the Cattle of Indukan. Students of Islamic University of Malang Change Blood Waste into Feed Quail

The blood waste from chicken slaughterhouses (RPA) can pollute the environment because it contains 17 lbs BOD / 1,000 chickens. In fact, the standard BOD per 1,000 chickens only about 0.2 lbs.
Because of this background, three students of the Faculty of Husbandry of Islamic University of Malang (Unisma) made an innovation of RPA waste water utilization as green feeding protein substitution to quail productivity.
"During this time, quail feed is a plant concentrate with 21-22 percent protein content, but concentrate tends to be more expensive," said Nufus Imamil Badriyah at SURYAMALANG.COM, Friday (14/7/2017).
For example, for 60 quails used in the study, it takes 1.5 kg of feed per day. Meanwhile, 1 kg of feed is worth Rp 8,000.
"Means it takes Rp 12,000 to feed 60 quail every day," continued the 7th semester student.
Meanwhile, using the optimum formulation of the research results, ie 38 percent concentrate, 15 percent polar, 35 milled corn, 2 percent flour from chicken blood waste, requires only Rp 9.000 to feed 60 quail workers per day.
"With the feed mixture of blood flour, the consumption of 60 quail feeds to be better is 5,318.75 grams per 3 months, and egg production increased to 2,450.25 grams per 3 months," explained another team member, Faisol Khosim.
In addition, the use of blood waste into flour for quail feed can reduce the content of BOD / 1,000 chickens from 17 lbs to 2 lbs. So, good enough for the environment.
Future plans, research PKM is expected to develop into community service PKM to be applied to local quail breeders.
"We hope this research will not only stop here and be continued by the next generation in order to be utilized by the wider community," he said.

Amran explained that GMPT with its members has built warehouses and dryers to absorb local corn production and processed into animal feed. "They built their own (warehouse), then accompanied the farmers and already thousands of hectares and in February there are two harvest 2,000 ha in Lampung," said Amran.
According to Amran, if there is an over supply and GPMT is unable to accommodate the national corn production, then it and GPMT agreed to assign Bulog to absorb the production.
